Book publishers buy or commission copy but newspaper publishers have their own staff to write copy.

Writers usually submit a proposal directly to a publisher or go through a literary agent. If the publisher accepts the manuscript is placed in what is known as a slush pile, this means it's passed to one of the publisher's who go through the manuscripts and select be referred to acquisitions editors for review. These are then reviewed by acquisitions editors who then pass them to the editorial staff. It depends how big the publisher is on how many people are involved, there could be other assessments of the manuscripts. A manuscript is more likely to be picked if it is submitted through an agent. If a manuscript is submitted to the publisher direct then it is known as an unsolicited submission. Unsolicited submissions have a very low rate of acceptance. Some book publishers don't accept unsolicited submissions at all.
